I understand that Transport for London's East-West Cycle Superhighway project includes the following proposals for Hyde Park's North Carriage Drive. From https://consultations.tfl.gov.uk/cycling/4511e7c2/: "- North Carriage Drive one-way only for eastbound vehicles (except cycles) - Dedicated cycle track on North Carriage Drive, separated from other traffic by a surface level horse ride - Provision for cyclist when North Carriage Drive is closed through traffic." And from https://consultations.tfl.gov.uk/cycling/8e23d698/: "- Introduction of raised kerb segregation on North Carriage Drive between the traffic lane/horse track and the cycle track, which allows for a permanent cycle track to be maintained throughout the year, including during events - Reduction of the northern footway on North Carriage Drive in order to maintain the minimum carriageway width required for event operations. The footway will be a minimum of 2.7m wide" Could I please request a schedule/programme for work to design and implement the above proposals on North Carriage Drive and any other documents that your authority holds concerning the progress of this work?

Thank you for your request received by Transport for London (TfL) on 26 June 2018 asking for a schedule/programme for work to design and implement the above proposals on North Carriage Drive and any other documents that TfL holds concerning the progress of this work.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.  I can confirm we do hold some of the information you require.  You asked: Could I please request a schedule/programme for work to design and implement the above proposals on North Carriage Drive and any other documents that your authority holds concerning the progress of this work?

In response to the first part of your request, we do not have a programme of works yet. TFL and The Royal Parks are working together to agree a suitable design that meets the needs of cyclists and pedestrians and accommodates for events logistics within Hyde Park. Once a design is agreed we will develop a programme of works around the key events within Hyde Park.  

With regard to the second part of your request when you ask for ‘any other documents that your authority holds concerning the progress of this work’, unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

We have estimated that it would significantly exceed the cost limit to provide a response to your current request. This is because the design has been in progress since 2015 with more than 10 design options, planning permission documentation, consultation material, traffic counts and 3 years worth of meeting notes.  It is estimated that it would take 28 hours to retrieve and compile the information you have requested which falls within the scope of your request.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a particular period of time, geographical area or specific departments of the organisation.

Although your request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.

Please note that we will not be taking further action until we receive your revised request.
