Hi, Please can you provide a full break down on what the all revenue from the London ULEZ charges and fines have been spent on from the period covering its introduction up to today's date (14 June 2023). Thank you.

Thank you for your request received on 14 June 2023 asking for information about Ultra Low Emission Zone (ULEZ) revenue.
 
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we do hold the information you require.
 
It is not possible to provide an exact breakdown of where ULEZ income has been spent within the costs limit for responding to FOI cases, as set out under section 12 of the FOI Act. Under section 12, TfL is not required to provide information if it would cost more than £450 to determine if the information is held, and to then locate, retrieve or extract it from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work.
 
It is a statutory requirement that any net revenue generated by our road charging schemes (the ULEZ, LEZ or the Congestion Charge) is reinvested back into London’s transport network for purposes that directly or indirectly facilitate the implementation or any policies or proposals set out in the Mayor’s Transport Strategy. Some of the programmes that the net revenue will be spent on are detailed in the Four-Year General Programme published on our website:
