Thank you for your request received by Transport for London (TfL) on 14 June 2023 asking for information about Private Hire vehicles and drivers in Waltham Forest.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

How many Private Hire vehicles are licensed for use in London Borough of Waltham Forest

Transport for London is the licensing authority and regulator for taxi and private hire vehicle services in London.

We publish licensing data weekly here: https://tfl.gov.uk/info-for/taxis-and-private-hire/licensing/licensing-information

Private hire vehicles are licensed to operate in London, they are not limited to a specific borough. Private hire journeys must be booked via a licensed private hire operator who must then allot that booking to a licensed driver in a licensed vehicle. All three entities must be licensed by the same authority, this is known as the triple licensing requirement.

How many of those licensed drivers actually reside within Waltham Forest

We publish data on where PHV driver licensees live here: https://content.tfl.gov.uk/taxi-and-private-hire-driver-partial-postcode-data-june-2022.pdf

How do you check that the driver is the licensee for use in Waltham Forest and if they are actually working/operating within the borough of Waltham Forest ? and not any other borough /county nationwide?

Please see above.

How do TFL enforce drivers behavior conduct /regulations and check vehicles safety and its drivers are the drivers with the license ?

Transport for London (TfL) regulates taxi and PHV services in London to ensure passengers, licensees and other road users remain safe. Complaints to TfL are investigated and private hire operators are required to inform TfL of concerns or complaints about drivers’ conduct.

If you have a complaint about the conduct of a TfL licensee you can report it here: https://tfl.gov.uk/info-for/taxis-and-private-hire/contact-taxis-and-private-hire#on-this-page-0

Private hire vehicles are required to undergo an annual licensing inspection and are subject to two MOTs per year. Further details of the private hire vehicle licensing process are provided here: https://tfl.gov.uk/info-for/taxis-and-private-hire/licensing/private-hire-vehicle-licence
