You asked
1) how many people have been actually paid but our system did not pick it up and requests for a fine by paid,
2) how many people actually paid the fine (just so they don’t have to go through this process, which would mean you are actually acting fraudulently, because your system is not working correctly and getting paid twice for 1 fine, that liability should be yours to bear and not the publics or mine).

Thank you for your request received by Transport for London (TfL) on 9 July 2021 asking for information about Penalty Charge Notices (PCNs).
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. Unfortunately we do not hold the information you require.
If a charge is paid for a vehicle registration and that vehicle is used in the zone during charging hours a penalty would not be issued. However, a penalty can be issued if a motorist pays a charge for the incorrect vehicle registration or charging day. We are unable to report on such an event as we would not know that the wrong information was entered.
We do not have a reporting category for these incidents, and therefore we are unable to report on the information you have requested.
