Thank you for your email received by us on 21 June 2018 asking for information about the Bakerloo line extension proposal.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require. You asked:

• What representations to date have Southwark Council made to TfL regarding the proposal for an underground station on the Bakerloo Line Extension at the Bricklayers Arms roundabout?

Southwark Council has been working closely with Transport for London (TfL) on the planning and development of the Bakerloo line extension (BLE) scheme for several years. In their response to the 2017 public consultation that TfL undertook on potential station locations (https://consultations.tfl.gov.uk/tube/bakerloo-extension/) the Council expressed the view that a third new station on the Old Kent Road stretch of the route should be provided at Bricklayers’ Arms, in addition to new stations at the Tesco and Toys R Us sites. Council officers have maintained this view in their engagement with TfL since the consultation, and the Leader and Cabinet Member have written to the Deputy Mayor for Transport making representations regarding a station at Bricklayers’ Arms.

• Have Southwark Council made any proposals or information requests to TfL regarding the costs or logistics of an underground station at Bricklayers Arms?

Council officers have requested that the feasibility of a possible new station at Bricklayers’ Arms be fully considered as part of the design development work TfL have been undertaking. This work is ongoing and includes a consideration of the route alignment, land-take requirements, construction methodology and costs.

• Have Southwark Council indicated at any point that Section 106 of Community Infrastructure Levy funds could contribute towards the cost of constructing a station at Bricklayers Arms?

Southwark Council’s current Regulation 123 list sets out the infrastructure and projects on which Borough Community Infrastructure Levy (CIL) could be spent. The BLE is on this list and thus is eligible for Borough CIL receipts, alongside the other infrastructure on the list. As such section 106 contributions towards new stations on Old Kent Road (including a possible station at Bricklayers’ Arms) are precluded by the CIL Regulations.

In addition to inclusion of the BLE on the Regulation 123 list, Council officers have indicated consistently (most recently during discussions on the draft Action Area Plan for the Old Kent Road, which covers Bricklayers’ Arms) that the BLE would be one of the key items of infrastructure needed for the Old Kent Road area for which use of CIL would be considered. The Council has recently increased the rate of Borough CIL in the Action Area Plan area (now included in CIL Charging Zone 2, from Zone 3 previously) specifically for this purpose.

Funding from a variety of sources, including but not only CIL, will be required to help deliver the BLE and thus the general inclusion of the BLE on the Regulation 123 list is helpful, without there being a need to specify stations. Southwark Council together with Lewisham Council are working with TfL to explore how we can maximise third party funding towards the scheme.
