Thank you for your email received by us on 26 June 2017 asking for information about Penalty Charge Notices cancelled as a result of IT issues with TfL systems. Please accept my apologies for the delay in responding to you.

“ I'd be grateful if you could advise how many fines have been cancelled as a result of IT system faults or failures.”
Between 1 August 2016 and 31 July 2017, 341 Penalty Charge Notices(PCNs) were cancelled due to issues with TfL systems.
