Many thanks.
We answered
Our ref: FOI-0735-2122/GH
Thank you for your request received by Transport for London (TfL) on 13 July 2021 asking for information about stopping on Double Red Lines for a medical emergency.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
Double red lines are no stopping at any time and any vehicle observed stopping on double reds may be subject to a Penalty Charge Notice. The regulations do not provide an exemption for medical emergencies.
That being said, if a motorist receives a penalty they do have a statutory right to challenge the penalty by submitting a representation to us. When considering the representation we do take into account mitigating circumstances and consider exercising our discretion. Each case is judged individually and a decision made based on the representation and any supporting evidence provided.
If the representation is rejected the motorist is granted a further right of appeal to an Independent Adjudicator at London Tribunals.
If this is not the information you are looking for please do not hesitate to contact me.
If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.
Yours sincerely
