Technical Drawings of London Underground and tube rolling stock

I wondered if it was possible to recieve a copy of the London Underground network technical drawings (so the map) and also the tube rolling stock technical drawings (for all stocks).

Thank you for your email which we received on 8 June 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require. You asked:

I am an avid London transport enthusiast.  I wondered if it was possible to receive a copy of the London Underground network technical drawings (so the map) and also the tube rolling stock technical drawings (for all stocks). I want all rolling stocks and one of the actual tube network.

What I mean by 'Technical Drawings' is the map of the tube, but showing all the points, track crossings, signals, junctions.  And for the tube itself, I mean a diagram with the lengths and specifications.

In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

In accordance with the FOI Act, we are not obliged to supply a more detailed map showing signaling and point reference numbers as it is subject to a statutory exemption to the right of access to information under section 38 (Health and Safety).

In this instance the exemption has been applied as disclosure of the information you have requested could cause harm and potentially endanger the safety of our passengers or staff as it comprises the location of key points and features of the London Underground Network. Disclosures made under the FOI Act are considered to be a disclosure ‘to the world at large’ and whilst we make no suggestion that you would use this information for anything other than you own personal interest, the detailed technical map does provide precise locations of key parts of the LU network and this information could potentially be obtained and utilised by individuals who may wish to use this detailed level technical information to cause disruption or harm to the London Underground network and put at risk the safety of our customers and staff.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities but in this instance we consider that given the considerable efforts we make to reduce the safety risks to our passengers as well as maintaining the security of our business critical systems override the need to disclose these particular details.
