Thank you for your request received by Transport for London (TfL) on 22 June 2022 asking for information about the proposed ULEZ expansion in 2023.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked for the following information:

The Mayor of London has asked TfL to consult on proposals for expanding the Ultra Low Emission Zone on 29 August 2023. The public consultation is underway and is due to close on 29 July 2022. This followed the development of policy options that could be taken forward quickly to tackle air pollution in London that were considered by the Mayor. Meanwhile, TfL has also been working on how the scheme could be implemented and this has included working with our supply chain partners.
To analyse the consultation responses we are currently working with service provider AECOM, who were awarded a contract worth approximately £190,000 in May 2022 after a tender process. AECOM staff are reading all responses, coding them and then providing a report at the end of the consultation. Their contract should conclude on 19thSeptember with their delivery of a final consultation report.
We have also worked with Jacobs, who are responsible for undertaking separate Integrated Impact Assessments (IIA) of the proposed London-wide ULEZ extension and proposed revision to the Mayor’s Transport Strategy, which facilitates the proposed scheme. An IIA provides an integrated assessment of the potential positive and negative impacts of the proposed scheme on the environment, equalities, health and the economy. It also identifies measures to either enhance potential positive impacts or minimise negative ones. This work was completed prior to the launch of the current public consultation and the outputs are available on the consultation. Jacobs were awarded a contract in February 2022 of approximately £90,000 after a tender process.
To determine how the scheme could be implemented, we have been developing detailed plans with TfL’s currently contracted Road User Charging supply chain partners including Capita and Yunex (formally Siemens). The purpose of initiating work with our supply chain has been to understand what changes may need to be made to our back office systems, on street signage, enforcement infrastructure and changes to the TfL website in particular for 2023, should the Mayor confirm that the scheme should go ahead. To the end of June 2022, we have spent in the region of £6m across these workstreams.
Activities supporting the Mayor’s request to understand how a proposed extension of ULEZ for 2023 could be delivered are planned to continue into the autumn whilst the public consultation outcomes are considered.
