You asked

21.7.21 clarification: In the TFL email ref 15765925 dated 7th of July 2021, it is stated “ I am advised that they've re-checked the signal timings and traffic flow and are satisfied that the timings are correct.“ It is the traffic flow data mentioned here that I would like to see and the dates it was collected and the conclusions and calculations that created the traffic light phase timings. Traffic signals on the junction of Cambridge Road and Hawks Road Please would you provide the traffic modelling data for this junction.

Thank you for your clarified request received by Transport for London (TfL) on 21 July 2021 asking for the traffic flow / signal timings at the junction of Cambridge Road and Hawks Road, Kingston, (23/013) which was referred to in the response to your complaint dated 7 July 2021.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Unfortunately we do not hold the information you have requested. To explain further, the traffic lights at this location operate on ‘SCOOT’, which is a dynamic traffic control system that is changing traffic signal timings based on actual vehicle demand.  Rather than signal timings being fixed based on traffic surveys on particular dates, the system works on live traffic flow data being fed into the system via vehicle detectors to influence signal timings. The checking of the signal timings and traffic flow referred to in the complaint response dated 7 July 2021 was done by observing this live traffic flow data and the signal timings on site.

The system has been checked on a number of occasions in peak periods, but also during times that the Hawks Road Clinic walk-in Vaccination Centre is open to account for any increase in demand during this period.  We are satisfied that the system is balancing signal timings for the main road where there are a number of high patronage bus services with Hawks Road, which has seen an increase in demand as a result of the LTN on Albert Road and also the vaccination centre.  Observations on site have shown that whilst queues do develop on Hawks Road, the system does react to the demand seen and reallocates green time away from the main road when possible. 
 
As a result of this most recent enquiry we have made a slight adjustment to system parameters which has allowed an additional 4 seconds of green time to be reallocated based on demand.  Further work in future will involve a full signal timing review in the area once additional infrastructure is delivered as a result of the Kingston Go Cycle scheme.
