Please could you tell me whether, since 2016, TfL has ever come up with preliminary or internal proposals for a general reorganisation of the TLRN red routes in south London - such as introducing a one-way system for traffic or large gyratory system If so, please could you disclose any preliminary drawings or diagrams of how it would have worked

Thank you for your request which we received on 3 June 2023, asking for information about one-way systems for traffic or large gyratory systems on the TLRN in South London.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. 

While we are not aware of any widescale proposals to change the TLRN designation on roads or the fundamental way they operate, of course there is a number of schemes which are proposed, reviewed, and in some cases implemented on the TLRN every year. From a South London perspective there are several schemes where we have gyratory / one-way systems which have been reviewed such as Wandsworth, Catford, Lewisham, Greenwich etc – all of which are at different stages or cancelled.

It would be helpful if you could narrow down the location of interest or give more clarity on what you are looking for. Because currently your request is too wide ranging, and to provide an accurate response to you would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. There is a lot of information we would have to manually look through, across different departments and teams at TfL, to see what schemes have been discussed or reviewed in the last 7 years.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour (£450) for every hour spent on the activities described.

In order to bring your request within the cost limit you may wish to narrow its scope and focus on the information that is of most importance to you. For example consider limiting your request to a shorter time range or geographical area.

Please note that we will not be taking further action until we receive your revised request.
