You asked

Information relating to why it was deemed necessary to place two yellow box junctions with such limited spacing in between, this appears to be about 13m and whilst the TSRGD covers the legislative requirements, the Traffic Signs Manuals covers the best practice suggested for authorities such as TFL? What specifically do the Highways team believe means that best practice is not applicable? Especially noting that the distance is in question is significantly less than best practice? I would expect plans, traffic measurement studies, Highways Engineer design justification, minutes of meetings and any other document or electronic record that explains why a variation from best practice was needed and why two junctions are required so close together. Information to show whether the queuing back caused by the box junctions considered in the design? Information relating to the assessment of sight lines especially from the fire station box junction to Wardle Street when obscured by large vehicles. Design justification information as to why the Wardle Street yellow box junction not painted the full width to the curb so this would be more visible? Please also ensure this covers work orders issued to staff or contractors relating to its implementation. Please also provide the consolidated design documents for this stretch of road or dates and details of each yellow box implementation if they were not installed as part of a consolidated design. In addition: Please could you provide the details of the consultation that you are obliged to do when installing a Yellow Box Junction with the Metropolitan Police for both junctions in question and their response to the consultation? Please provide meeting minutes or documents that show the consultation occurred and that a response was received and the nature of this response.

Thank you for your request received by Transport for London (TfL) on 16 June 2022.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. 

Yellow box junctions must meet the requirements specified within the Traffic Signs Regulations and General Directions (TSRGD). Any departure from this requires authorisation from the Department for Transport for roads maintained by TfL. The box junctions at the junction of Wardle Street and outside the nearby fire station comply with the requirements of the TSRGD.

The Traffic Signs Manual provides guidance on the application of yellow box junctions, but is not in itself a regulatory requirement for which authorisation is required for any departures from the guidance contained within.

Unfortunately we do not hold any of the information you have requested. These yellow boxes have been in situ for some time and may even pre date TfL. I would recommend you contact the London Borough of Hackney to see if they hold anything.
