You asked

1) Confirm or otherwise that Transport for London (TfL) was the a) sponsoring and b) the design authority for this project; and, if appropriate 2) the total design and construction, including planning and management, costs etc for the project; 3) identify the cycle and road traffic surveys referred to and/or relied upon for the choice of the cycle route and its design; 4) copies of the surveys for 3) foregoing; 5) identify the most recent road and traffic surveys now that the cycleway has been commissioned into use; 6) the amount set aside for annual and future maintenance of the cycleway; and 7) the funding agency for 6) foregoing. Please note that this request is made under the Environmental Information Regulations 2004, specifically S5 (2) for which the date of this request should be taken as 11 June 2018 - it would be helpful if you could follow the order of our itemisation above when responding.

Thank you for your request received on 13 June 2018 asking for information about the cycle route installed on Repository Road.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we hold some of the information you require. You asked:

1. Confirm or otherwise that Transport for London (TfL) was the a) sponsoring and b) the design authority for this project; and, if appropriate

Transport for London (TfL) was the sponsoring authority, the Royal Borough (RB) of Greenwich was the design authority.

2.  The total design and construction, including planning and management, costs etc for the project;

The total cost for the scheme including design, planning and construction was £596,000. TfL funded the RB of Greenwich £338,090 in the 2016/17 financial year for the construction of the Repository Road Scheme. The remaining balance was funded through a combination of developer contributions (S106), Local Implementation Plan (LIP), funding from TfL, and Flood Risk Management funding.

3. Identify the cycle and road traffic surveys referred to and/or relied upon for the choice of the cycle route and its design;
4. Copies of the surveys for 3) foregoing;

Cycle and road traffic surveys were undertaken by RB of Greenwich prior to scheme construction in January 2017.

Please see the attached Automatic Traffic Count (ATC) data carried out by Tracsis – Traffic and Data Services plc.

5. Identify the most recent road and traffic surveys now that the cycleway has been commissioned into use;

No road and traffic surveys have been carried out since the cycleway was commissioned into use. TfL currently has no plans to carry out road and traffic surveys post implementation of the cycle scheme.

6. The amount set aside for annual and future maintenance of the cycleway; and

A one-off payment of £5,000 Local Implementation Plan (LIP) funding from TfL to RB of Greenwich is contributing to the maintenance of the Repository Road scheme. This is primarily used during autumn to clear leaves and other debris from the trees on the route.

7. The funding agency for 6) foregoing.

TfL will provide the funding.
