Thank you for your requests received by Transport for London (TfL) on 16th June 2022 asking for information about the PSFW1 and PSFW2 framework agreements.

Your requests have been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

I can confirm that we hold some of the information you require (note that we do not hold the spend per authority outside of TfL as we do not keep that information). However, I am afraid that your requests are being refused under section 12 of the Freedom of Information Act. Under section 12, TfL is not required to provide information if it would cost more than £450 to determine if that information is held, and to then locate, retrieve or extract it from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work. Where the same applicant is requesting the same or similar information within any 60 consecutive day period then the requests can be aggregated for the purposes of calculating costs. That provision applies in this instance.

The costs limit applies largely (but not solely) on account of your requests to know individual spend per supplier and lots. This would require us to review the spending over a 9-year period by over 200 separate suppliers. While it is difficult to put an exact figure on how long this would take, we estimate it would be vastly in excess of the 18 hour limit (possibly around 150 hours). In order to bring your requests within the costs limit you may therefore to wish to narrow the scope to focus on the information that is of most importance to you. Note that any request asking for a breakdown of spend per supplier / lot over a period of several years is likely to be in excess of the limit.
