Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:

I can confirm that we hold the information you require. The table below shows the number of Congestion Charge Penalty Charge Notices (PCNs) issued in each year between 2018-2021, as well as the percentage of vehicles this represents that were liable for payment:
