Under the Freedom of Information Act 2000, I am writing to request information regarding the expenditure on and usage of Microsoft Project licenses (all versions) within your organisation and departments.
Please provide all available data to support the following questions:
1. Which project management platforms/tools does your organisation use?
2. How many licences for each of the following project management tools does your organisation use and a breakdown showing the business areas in which they are active:
i. Microsoft Project (MSP)
ii. DevOps
iii. Jira
3. What was the cost of these licences in the last financial year 2023/2024 and what is the forecast spend on licences in 2024/2025?
4. Which department is responsible for the management and procurement of the MSP licences and associated project management platforms and tools?

Thank you for your request received by Transport for London (TfL) on 29 May 2024 asking for information about project management licences.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
I can confirm that we do hold the information you require. You asked:
1. Which project management platforms/tools does your organisation use?
Microsoft Project portfolio, including
Project Professional desktop app
Project Online
Planner (part of 365)
Oracle Primavera
Bently ProjectWise
2. How many licences for each of the following project management tools does your organisation use and a breakdown showing the business areas in which they are active:
Microsoft Project (MSP)
2,335 licences which are spread across all business areas within TfL.
DevOps
600 Microsoft Visual Studio Professional licences and 27 Microsoft Visual Studio Enterprise licences.
Jira
200 licences which are spread across a few business areas within TfL.
3. What was the cost of these licences in the last financial year 2023/2024 and what is the forecast spend on licences in 2024/2025?
Microsoft Project (MSP)
FY 2023/24 to date cost has been £303,700.80 and the forecast for FY 2024/25 is £335,000.
DevOps
Microsoft Visual Studio annual spend £167,183 total.
Jira
FY 2023/24 to date cost has been £32,404.36 and the forecast for 24/25 is about the same.
4. Which department is responsible for the management and procurement of the MSP licences and associated project management platforms and tools?
The various products are managed by separate departments. Our End User Computing department is responsible for the procurement and management of the Microsoft licences.
