Please provide the Transport Study referred to in the document and any documents you hold including any correspondence with Enfield Council regarding proposals for new, and amended routes and timetable changes affecting Enfield set out here, comprising the LV1, LV2, 476, 377, 149 and 491.

Thank you for your request received by Transport for London (TfL) on 7 June 2018 asking for the Transport Study referred to in pages 60 and 61 of the Upper Lea Valley Opportunity Area Planning Framework.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.

Please see attached. Page 67, section 9.2.3 detail bus service changes assumed in the modelling.  The technical forecasting work reported in this document was undertaken around 6 years ago and consequently, the context for growth in the Upper Lee Valley has changed significantly since 2012.

It’s important to note the high-level, long term nature of the attached document and the information it contains, in contrast to the much shorter term bus network planning process. The purpose of the Transport study is to assess potential travel demand resulting from growth and identify a broad package of indicative transport interventions that could support the growth. To get an initial understanding of the scale and nature of transport intervention required to support growth. The specification of those transport interventions will undoubtedly change over time. This is particularly the case with bus network specifications.   

Therefore, the bus network specifications contained in the attached were not firm ‘proposals’, nor were they the subject of any cost-benefit appraisal/business case processes. They were only used for modelling purposes as an indicative element of a broader package of transport interventions and should be treated as indicative for strategic modelling purposes only. As and when firm proposals for bus network changes are made they will be consulted upon through the usual channels.
