I note that the cancellation reason for a small number of PCNs have been recorded in error. Please could you tell me what percentage of figures are incorrect in relation to this FOI-0305-2223/GH and the previous FOI-2547-2122/GH?

Thank you for your email received by Transport for London (TfL) on 9 June 2022 asking for further information about Penalty Charge Notices (PCNs).
Unfortunately we do not know the percentage figures you have requested. As previously advised, we identified that the cancellation reason for a small number of PCNs had been recorded in error. We became aware of the issue following some of our standard monitoring and it is something we are in the process of addressing.
While we don’t know the exact numbers, we are satisfied that the numbers provided are roughly accurate and the issue is minor.
In order to provide the percentage figures you have requested, we would manually need to check every PCN. This would be a huge task and would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.
