I would like to make a request under the Environmental Information Regulations 2004 and the Freedom of Information Act.
TfL recently got Jacobs to produce a wide-ranging "ULEZ Scheme Integrated Impact Assessment".
This document includes an 'Air quality health impact assessment (AQHIA)'
produced for TfL by Ricardo Plc.
Please supply me with the full set of any relevant working assumptions provided by TfL to Jacobs and Ricardo towards producing these documents.
(These would cover health, air quality, the ULEZ, possible future road user charging, costs, revenue, targeted benefits).

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm TfL does hold the information you require. For information on the methodologies and assumptions used to provide data to Jacobs and Ricardo, please see Appendix B of the London-wide ULEZ Integrated Impact Assessment. Air quality results and carbon results by London borough and local authority provided to Jacobs & Ricardo are provided in Appendix D. Here’s a link to the report.
