Request to know the maximum speed obtained by buses in 20MPH zone on Eynsham Drive

You asked

I am aware that the speed of buses is recorded by TFL. Eynsham Drive in Abbey Wood SE2 has a 20 MPH zone. The 20 MPH zone begins just before Penmon Road and continues up to Harrow Manorway. I have two queries regarding the 469 and 177 bus routes that travel this road. 1. What percentage of buses exceeded the 20MPH speed limit on this stretch of road? Please also supply the total number of buses that traveled this road to give the percentage some context. 2. What was the maximum speed reached by a bus on this stretch of road? I would like this data supplied on a daily basis for the past 90 days.

Thank you for your request received by Transport for London (TfL) on 30 May 2018 asking for information about bus speeds.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.

I can confirm that we do hold some of the information you require. However, although bus speed data is something we have reported on in the past; it is not simply a case of running a report. To collate this information is an analytical exercise where there data has to be extracted for each vehicle. Previous reports have only focussed on the data for 1 or 2 days, during off peak times (early morning, late at night) where speeding is expected to be at its highest. Due to system limitations data is only held for 6 weeks so we do not hold the 90 days worth of data which you have requested.

To provide you with the information which is held would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to retrieve, collate and analyse this information would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.

Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request. If you have specific questions relating to these topics we may be more easily able to respond to these than to a request for any information held.
