FOI request detail

Incomplete journeys on the DLR

Request ID: FOI-0515-2223
Date published: 27 June 2022

You asked

In your FOI reference TfL Ref: FOI-0150-2223 you link two publicly accessible documents with details on incomplete journey data: https://tfl.gov.uk/cdn/static/cms/documents/analysis-of-oyster-pay-as-you-go-journeys.xlsx for Oyster journeys https://tfl.gov.uk/cdn/static/cms/documents/analysis-of-contactless-pay-as-you-go-journeys.xlsx for Contactless In these documents, the DLR and London Underground are both under the same heading. Please could you separate these modes so I can see the statistics for incomplete journeys on the DLR, as compared to the Underground network? If this can't be done because of interchanges, please can you show me the incomplete journey rate for journeys that started on the DLR? If easiest, please use the same format as your already published spreadsheets for ease of use. If easier, feel free to just provide one figure per year alongside a percentage of journeys - I am not particularly fussed about breaking down each year. Please provide at least the most recent 3 years worth of data.

We answered

TfL Ref: FOI-0515-2223

Thank you for your request received by Transport for London (TfL) on 3 June 2022, asking for data on incomplete journeys on the DLR.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.

The attached documents show the DLR splits by calendar year. These files are also published on the transparency pages of the TfL website.

Unfortunately, to provide you with the precise information you have requested, would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

We have estimated that it would considerably exceed the cost limit to provide a response to your current request. We do not hold the information you have requested in a way that can be extracted from our current system. To extract the information would require considerable new code, data mining and software development.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by Transport for London. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a shorter period of time, geographical area or specific departments of TfL. Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.

Please note that we will not be taking further action until we receive your revised request.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal.

Yours sincerely
