Thank you for your request received by Transport for London (TfL) on 29 May 2017 asking for information about the Santander Cycles app.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
The London Cycle Hire Scheme, know as ‘Santander Cycles’, which includes the Santander Cycles app (the App), is operated and maintained by Serco Limited (Serco) under a contract between (1) Serco and (2) Transport Trading Limited (TTL). Under this contract, TTL instructed Serco to also operate and maintain the App and Serco has sub-contracted with CoreThree to deliver these services. Please see attached the change control request, the accompanying impact assessment form and the schedules of the contract that were impacted by the change control request; Schedule 5 (Service Level Agreement) and Schedule 7 (Charging) which relate to the instruction to operate and maintain the App.
Please note that some information has been redacted under section 43(2) of the Freedom of Information Act as disclosure would, or would be likely to prejudice our commercial interests, as well as those of Serco. Disclosure of the financial details of the agreement could hinder the ability of Serco to competitively tender for similar contracts in the future as well as hinder TfL’s ability to negotiate the best value for money for similar services in the future.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
