You asked

A stretch of road in the Greenford area suddenly had a 30mph speed limit. The signage was just a metal stand beside the carriageway, and there was no supporting information (such as a VMS). There was no visible sign of any road works, accident or other hazard. There was no explanation why the speed limit had been reduced to such an abnormally low speed. Under Freedom of Information legislation, please provide me with all releasable information on the operation on this 30mph speed limit, such as: The reason(s) for adoption of this particular speed limit Who instigated the adoption of this particular speed limit Any 'traffic management order' or similar number When it came into force When it is due to cease (if a temporary order) Any reason why the speed limit could not reasonably have been left to 40mph/50mph, the typical speed limit I've seen on other western segments of the A40 in LB Hillingdon or LB Ealing.

Thank you for your request received on 28 May 2018 asking for information about the speed restriction on the A40.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:

The speed restriction has been put into place 24 hours a day 7 days a week on the A40 between Target and Greenford for the safety of road users. The attached Traffic Management Order came into force on 5 January 2018. Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

An inspection by our Asset Management Directorate highlighted issues with the condition of the barrier and as such we put a speed restriction in place to mitigate the risk in the event of a vehicular incident at the location until such time as the barrier can be replaced. At present we do not have a current timeline for the works, we will continue to take any necessary mitigating action to limit the disruption caused whilst ensuring the safety of all road users.
