Thank you for your request received by Transport for London (TfL) on 20 May 2019 asking for information about Penalty Charge Notices (PCNs).
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Box junction contraventions are recorded as Moving Traffic contraventions.

All appeal decisions are entered on a statutory register, available on the London Tribunals website: http://www.londontribunals.gov.uk/ . Their website states; ‘London Tribunals supports the independent tribunals, which consider appeals against PCNs issued by London’s local authorities and Transport for London’. In cases where TfL has decided not to contest an appeal, the decision is recorded as ‘Appeal Allowed’. Under Section 21 of the Freedom of Information Act we are not obliged to provide you with information which is reasonably accessible elsewhere.

We operate a network of more than 900 CCTV enforcement cameras across the red route network; these are manually operated and can be used to enforce any type of traffic contravention including parking, bus lane and moving traffic restrictions. While each camera is available for use 24 hours a day, this does not mean they are constantly monitored or that they are being used to monitor a specific location.
TfL may issue a PCN to any vehicle observed contravening a traffic restriction on the red route network. As we have no jurisdiction over how other authorities issue PCNs, we do not hold this information. We can confirm however that all authorities in Greater London enforce box junction contraventions under the London Local Authorities and Transport for London Act 2003.
