PHV and Taxi flow by time of day

Hi Not sure how to best phrase the request: Do you have historical data which shows how many PHVs are on the road at various times of the day? time series analysis would be helpful, or just a snapshot of the latest available data if that's all you have. Not sure if this data may be recorded by Congestion Charge cameras for the Central London zone perhaps? If you have data for Greater London that helps too. Maybe there is also boundary data available specifically for PHVs? For all this data it may well be that some PHV are on the road both during some day time and some nighttime hours. If there is any way to look at the unique numbers of PHV on the road in day time vs nighttime that would be helpful as well. If you have similar data sets for Taxis as well please, for all the requests above, that would be great. Thanks

Thank you for your emails of 16th and 20th May 2019 asking for information about the number of taxis and private hire vehicles on London’s roads at different times of day.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

TfL holds lots of different data sources, all of which have various strengths and weaknesses that need to be drawn together to paint a picture of performance of our road network. The data you refer to in the link provided in your second email (at paragraphs 2.13 - 2.15) is an estimate of vehicle kms within central, inner and outer, based on Department for Transport manual counts. The data in 2.16 of that link is based on the cordon of Automatic Number Plate Recognition (ANPR) cameras used to monitor the congestion charging (and now ULEZ) zones. This equipment was installed specifically for operational reasons, but has been used for analysis too. Our camera network outside of central London is far sparser, so a wider analysis of taxis and PHVs based on these cameras has not been carried out.

In order to best answer your request I attach our latest “Cordon and Screen-lines” report which is based on manual counts and includes volumes of taxis and cars separately (with the latter including PHVs) crossing central, inner and periphery boundaries.

Further to this, the table below is the best estimate we currently have available for Automatic Number Plate Recognition camera hourly entries into the Congestion Charging Zone, taken from Period 6 of 2018/19 (effectively August/September 2018).

It is noted that PHV entries have remained stable over the last two years, following a period of noticeable growth, so this table is considered to be indicative of current entries.
