Thank you for your clarified request received on 7 June 2021 asking for information about Rapid Charging Points (RCPs) designated as electric taxi (e-taxi) only.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you have requested.

Please find attached the Traffic Order that covers the use of parking bays on the TfL Road Network (TLRN). The legal items regarding E-Taxis are in the first five pages which define the various names associated with E-Taxis, these can be found in Article 2.(1)(o), (w) and (jj). Item 11 on page five covers the use of the bay itself.
 
Taxi-dedicated RCPs are clearly signed with road markings saying “taxi only” as well as signage at eye level. They are enforced on-street by Police Community Support Officers from the Metropolitan Police Service’s Roads and Transport Policing Command, which is jointly funded by TfL. In addition, TfL’s Operational Officers, as part of their regular deployments, enforce Red Route parking contraventions on the TfL Road Network (TLRN), and we have increased visits by officers to taxi-dedicated charging bays.

We do not hold any “directives” issued by TPH, however we regularly issue communications to licensees making clear that taxi-dedicated RCPs are solely for use by Zero Emission Capable (ZEC) taxis only and anyone else found using the bay could be subject to a penalty charge notice.
