Follow-on from FOI-0155-2021: For ease of reference, you will find attached the original Freedom of Information Letter we sent to you on 1 May 2020. We requested TfL to provide a history recent road layout changes, both pre and post-accident at the following location: • Outside 1 Leman Street, Shadwell London E1 7PH - near the junction with Whitechapel High Street We note you would like to have more information on the exact location of the accident. Please find attached three photos showing the sequence of events leading to the accident in question. To further shed light on the circumstances of the accident, a car was stopped at a traffic light on Leman Street (see photos) waiting for the green light. When the light turned green, the car started driving straight on and allegedly collided with a cyclist that was riding a rented bike in front of the car. We would like to have any information you currently hold on any history of road layout changes and/or any roadworks which took place at the location of the accident (and in the surrounding area) both pre and post-accident.

Thank you for your request received on 18 June 2020 asking for further information about Leman Street.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

We requested TfL to provide a history recent road layout changes, both pre and post-accident at the following location:

• Outside 1 Leman Street, Shadwell London  E1 7PH -  near the junction with Whitechapel High Street

We would like to have any information you currently hold on any history of road layout changes and/or any roadworks which took place at the location of the accident (and in the surrounding area) both pre and post-accident.

Please see attached the s278 agreement for the site at Aldgate Tower (junction of Leman Street and Whitechapel High Street). The associated highway works were solely on Leman Street (see final page of agreement) as opposed to at the junction. The site on the opposite side of the junction has not yet been built out so no developer-funded highway works have been undertaken there.

The attached consultation drawing shows the key changes made to the Leman Street junction as part of the upgrade to Cycle Superhighway 2 (CS2) along Whitechapel High Street. The traffic signals at this location were commissioned on 29/3/2016 as part of the CS2 upgrade. Additional changes included adding an additional strip of traffic wands on the northbound exit on Commercial Street to protect cyclists and the introduction of a yellow box. These would have been installed around August 2016.

Please find attached details of roadworks carried out on Leman Street between 1 February 2018 – 1 May 2020.

In accordance with our obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
