Thank you for your request received by us on 26 May 2022 asking for information about the Ultra-Low Emission Zone (ULEZ).
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked:
 
  1. What is the annual revenue for ULEZ since the introduction?
  2. What is the annual revenue for ULEZ divided into each constituency of London?
 
The ULEZ scheme was launched on 8 April 2019 within the Congestion Charging zone. The annual statement of accounts for 19/20 & 20/21, available via https://content.tfl.gov.uk/tfl-annual-report-2019-20.pdf - Page 124 and https://content.tfl.gov.uk/tfl-annual-report-9-august-2021-acc.pdf - Page 145, give the ULEZ income. In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

The 21/22 report and accounts will be published in due course. In accordance with section 22 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is intended for future publication. The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities and the particular public interest in disclosure of this information. However in this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
 
We do not split and record ULEZ revenue by constituency.
 
  1. What is the cost of implementing ULEZ and clean air zones?
 
The income and operating costs of the ULEZ scheme that went live in April 2019 has been published in one of our previous FOI responses available via  https://tfl.gov.uk/corporate/transparency/freedom-of-information/foi-request-detail?referenceId=FOI-4257-1718 .
 
The implementation costs for the expanded ULEZ are currently estimated to be between £120 million and £130 million. This cost includes improved access to public transport, staffing and the signs, cameras and back office systems needed to make the scheme operational. The Mayor and TfL have sought to deliver the infrastructure needed to operate the scheme in the most cost-effective way possible.
 
  1. Have you seen a reduction in emissions since the implementation? If so by how much?

Additional information in response to this part of your request is being withheld under section 22 of the FOI Act. Section 22 provides an exemption to the release of information where it is due for publication at some future date and where, in all the circumstances of the case, it is reasonable to withhold it until publication.
 
In this instance information on emissions’ reduction will be included in the forthcoming report on the first six months of operations of the expanded ULEZ which was introduced in October 2021, which will be published in July.
