You asked

FOI-3662-1920 provided a list of Tax Class used by the combined CCZ/ULEZ enforcement system. My questions: 1) Please confirm that the 2 Tax Classes 17 & 49 cover the vehicle type "motorbicycle" as detailed in the Consolidated Scheme Order, and that there are no other Tax Classes relevant to the “motorbicycle” vehicle type. 2) Please confirm the differences between Tax Class 17 and Tax Class 49. 3) Motortricycles (Tax Class 50) are not included in the list provided . Please detail the reason(s) why Tax Class 50 is not included in the list. FOI-0843-1920 responded to a question on Motorcycle ULEZ conformity that “Our ULEZ compliance data is predominantly based on the vehicle information held by the DVLA. When this is incomplete, or when a vehicle is registered outside of the UK, we invite motorists to contact us and provide evidence to confirm their vehicle complies with the ULEZ emission standards. When we update a vehicle record to make it compliant with the ULEZ we do not record the make and model or the type of vehicle being updated.” My questions: 1) Please detail the ongoing frequency by which a motorist must submit evidence of a vehicles compliance with the ULEZ scheme. 2) Please detail whether the motorist is required to resubmit evidence in the event of sale of the vehicle to another owner. 3) Please detail what DVLA information (i.e. data fields, attributes) is used to populate the “ULEZ compliance data”. 4) Please detail the method by which this information is provided by DVLA to TfL, and on what frequency. 5) Please detail the number of vehicle records TfL have updated for electric motorbicycles in order to register their compliance with ULEZ standards.

Thank you for your request received by Transport for London (TfL) on 12 June 2020 asking for information about Motorcycles and the ULEZ scheme.
 
Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold some of the information you require.
 
1.Please confirm that the 2 Tax Classes 17 & 49 cover the vehicle type "motorbicycle" as detailed in the Consolidated Scheme Order, and that there are no other Tax Classes relevant to the “motorbicycle” vehicle type.
 
The tax classes used to exempt “motorbicycles” from the Congestion Charge are Tax Class 17 (Bicycle) and Tax Class 19 (Electric Bicycle)

2.Please confirm the differences between Tax Class 17 and Tax Class 49.
 
Vehicle tax class is under jurisdiction of the DVLA rather than TfL and you should direct your enquiry to them. However, DVLA publish an Information Leaflet which can be found at: https://www.gov.uk/government/publications/v3551-notes-about-tax-classes

3.Motortricycles (Tax Class 50) are not included in the list provided . Please detail the reason(s) why Tax Class 50 is not included in the list.
 
Tax Class 50 is not in the list as Motor Tricycles are not exempt from the Congestion Charge. They are, however, entitled to a 100% discount upon application if they meet the conditions stipulated in the Scheme Order which are referenced on Page 26, Ref 8 of the document “Business Operations Agreement – Schedule 2 – Appendix 2 – Customer Account Structure” (http://content.tfl.gov.uk/bops-schedule2-appendix2-customer-account.pdf
 
4.Please detail the ongoing frequency by which a motorist must submit evidence of a vehicles compliance with the ULEZ scheme.
 
Once we update a vehicle record and mark it compliant with the ULEZ a motorist will not normally need to provide any further evidence.

The only instances when this may be required is if:

*A registration number is transferred from one vehicle to another.
*The vehcile’s ULEZ Compliance is believed to be incorrect as a result of further information coming to light;
*The vehicle is subject to changes that may affect its ULEZ Compliance e.g an engine change or a retrofiited system being  fitted/removed/amended; or
*The ULEZ emission standards are changed.
 
5.Please detail whether the motorist is required to resubmit evidence in the event of sale of the vehicle to another owner.
 
The compliance status of the vehicle remains the same when the vehicle is sold.

6.Please detail what DVLA information (i.e. data fields, attributes) is used to populate the “ULEZ compliance data”.

7.Please detail the method by which this information is provided by DVLA to TfL, and on what frequency.
 
Vehicle Information is provided by DVLA to TfL on a monthly basis by Secure File Transfer
 
8.Please detail the number of vehicle records TfL have updated for electric motorbicycles in order to register their compliance with ULEZ standards.
 
We do not record the make and model of a vehicle when the compliance status is updated and therefore we are unable to provide this information.
