Thank you for your request addressed to Chloe Brennan, received by Transport for London (TfL) on 16 May 2017 asking for information about shared use loading bays / taxi ranks in Hackney.

 

  1. The number of shared use loading bays/taxi ranks in Hackney Borough red routes.

    To facilitate the specific needs of drivers and businesses at certain locations on the red route, we have a small number of ‘dual purpose’ bays which operate as loading bays for part of the day and taxis bays at night. Our records show that we have two ‘dual purpose’ bays located on red routes within the London Borough of Hackney, located opposite 34-36 Stoke Newington Road N16 and outside 82-88 Kingsland High Street E8. The red route restriction at both of these locations is “No stopping at any time, except Loading Only for a maximum of 20 minutes between 10am-4pm and Taxis Only between 7pm-7am.



     



  2. The number of loading bays in Hackney Borough red routes.

    Our records show that we have 158 loading bays located on red routes within the London Borough of Hackney. 107 of these bays also permit disabled parking for a maximum of 3 hours.



     



  3. The number of shared use loading bays/taxi ranks in all London borough red routes.

    We have a total of 6 ‘dual purpose’ bays across the whole of the red route network, including the two bays referred to in Q1 above.



     



  4. If the sign used in other shared use loading bays / taxi ranks in Hackney Borough have “taxi” written in a separate red box, as in the requirements.

  5. If the sign used in other shared use loading bays / taxi ranks in other boroughs have “taxi” written in a separate red box, as in the requirements.

    There is no requirement for signage at these bays to display the word “taxi” in a separate red box. Red route signage is permitted by special authorisation from the Secretary of State. The two types of sign used in this type of bay are permitted by separate authorisations granted in 2012 and 2013, both of which are attached for your information. The 2012 authorisation depicts a sign where the day-time and night-time restrictions are displayed in the same section. The 2013 authorisation depicts a sign where the day-time and night-time restrictions are displayed in a separate sections. It should be noted that the 2013 authorisation does not revoke the 2012 authorisation.  We do not record which type of sign is in place at each ‘dual purpose’ bay.



     



  6. The number of PCN’s issued for the taxi rank OPP 34-36 Stoke Newington Road since it became a taxi rank;

    As explained above, the bay only operates as a taxi bay between 7pm and 7am. We commenced overnight enforcement of this restriction on 16 April 2015. Between that date and 30 April 2017, we issued 8,352 penalty charge notices (PCNs) for contraventions between 7pm and 7am.



     



  7. The number of PCN’s issued for the taxi rank OPP 34-36 Stoke Newington Road in the month of January 2017, and from January 2017 – April 2017;

    Between 1 January and 31 January 2017, we issued 373 PCNs for contraventions between 7pm and 7am.



    Between 1 January and 30 April 2017, we issued 1,511 PCNs for contraventions between 7pm and 7am.



     



  8. The number of PCN’s issued for the loading bay outside 9 Stoke Newington Rd, Stoke Newington, London N16 8BH (OPP 8-10 Stoke Newington Road) in the month of January 2017, and from January 2017 – April 2017?

    The red route restriction in the bay outside 9-11 Stoke Newington Road N16 is “No stopping on any day between 7am-7pm, except between 10am-4pm, when loading is permitted for a maximum of 20 minutes and disabled parking is permitted for a maximum of 3 hours.



    Between 1 January and 31 January 2017, we issued 22 PCNs for contraventions at this location.



    Between 1 January and 30 April 2017, we issued 41 PCNs for contraventions at this location.



     



  9. How much money have you collected in fines thus far from drivers for the taxi rank OPP 34-36 Stoke Newington Road since it became a taxi rank?

    As at 25 May 2017, the total value of payments received for the PCNs referred to in Q1 above is £508,807.



     



  10. How many of the PCNs were contested for the taxi rank OPP 34-36 Stoke Newington Road since it became a taxi rank? How many of these did you subsequently cancel?

    As at 25 May 2017, we have received 2,247 representations against the PCNs referred to in Q1 above. 904 of the above PCNs have been cancelled. It should be noted however this does not indicate that 904 representations have been accepted as PCNs may be cancelled for other reasons.



     



  11. How many PCN appeals were sent for the taxi rank OPP 34-36 Stoke Newington Road since it became a taxi rank?

  12. How many of these appeals were successful, and what are the reasons they where allowed?

  13. How many of the PCN appeals are still pending?
