You asked

TFL Taxi Management purport that the legal basis requiring display of Identifier on windscreen and rear window of Black Cab Taxi is by virtue of Section 28 and 28A of the London Cab Order 1934. I have located section 28 but have not been able to locate section 28A . I have requested confirmation that section 28A exists but TFL Taxi Management remain silent to this request and I have offered to go to their office to view the wording but they again remain silent to this request. Would you confirm the existence of section 28A and send me the extract or let me know where I can view it. In the event this is not the correct legislation/section underpinning the requirement for Identifiers to be displayed would you advise the correct legislation and section etc and provide a copy or advise where I can view it. Thank you for your request received by Transport for London (TfL) on 16 May 2017 asking for information about taxi identifiers.

 

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm that we hold the information you require. You asked for:

 

“..the legal basis requiring display of Identifier on windscreen and rear window of Black Cab Taxi is by virtue of Section 28 and 28A of the London Cab Order 1934. I have located section 28 but have not been able to locate section 28A. I have requested confirmation that section 28A exists..”

 

I have attached a copy of the January 2012 amendment to the London Cab Order 1934 as requested.

 

Guidance regarding the requirement to display taxi driver identifiers was provided in our December 2011 Taxi and Private Hire Notice (12/11). This is available on our website: www.tfl.gov.uk/info-for/taxis-and-private-hire/notices-and-consultations.
