You asked

Thank you for your request received by Transport for London (TfL) on 1 May 2019 asking for information about Penalty Charge Notices (PCNs).

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.

If a vehicle is registered as tax class disabled with the DVLA then the vehicle is automatically exempt from the Congestion Charge. No action is required by the owner of the vehicle, no charge is payable and no PCNs will be issued to the keeper of the vehicle.

In addition Blue Badge holders are entitled to a 100% discount from the Congestion Charge and this is subject to registration with TfL. The Blue Badge holder must register with us and provide a copy of the Blue Badge as part of the registration process. Once registered the Blue Badge holder can nominate up to two vehicles for the discount. Nominating the vehicles for the discount is the responsibility of the account holder and vehicles can be nominated through the account online or by calling our Contact Centre.

In response to your specific questions:

  1. how many people entitled to a blue badge exemption have received PCNs for driving through the congestion charge zone; and what monies has TFL received as a result of such fines.

     

     

    We do not hold this information. When we issue a PCN we have no way of identifying whether the recipient of the PCN is a Blue Badge holder.

     

     

    However if a motorists receives a PCN and contacts us and tell us they are a Blue Badge holder we will cancel the PCN and advise them of the registration process. If they do not register, and incur further PCNs, these will not usually be cancelled.

     

     

    Unfortunately due to a technical issue with our reporting we are currently unable to advise how many PCNs we have cancelled for this reason.   

     

     

  2. how many people entitled to a blue badge exemption have received PCNs for driving through the congestion charge zone because TFL has not linked their vehicle with the blue badge exemption; and what monies has TFL received as a result of such fines.

It is the responsibility of the account holder, rather than TfL, to nominate a vehicle on a Blue Badge discounted account. Therefore no penalties have been issued as a result of TfL’s failure to link a vehicle to a Blue Badge  account.
