FOI request - Private vehicles exempt from Congestion Charge

F/on from FOI-0251 Thank you for the quick reply - much appreciated. Is it possible to find out the percentage? for example, 8% of vehicles that passed through the CCZ were exempt from the Congestion Charge or similarly, of the 10 million cars that passed through the CCZ in 2019, 8.5 million were subject to the CC. Really appreciate your help so far.

Thank you for your request received by Transport for London (TfL) on 2 June 2020 asking for information about private vehicles exempt from Congestion Charge.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Throughout 2019 on an average daily basis 85,174 drove in the Congestion Charging zone during charging hours.  66% of vehicles had the appropriate charge purchased,  four per-cent were issued with a Penalty Charge Notice and the remaining 30% were 100% discounted or exempt from the scheme or instances in which we were unable to issue a penalty.
