Our ref: FOI-0268-1920/GH

Thank you for your request received by Transport for London (TfL) on 26 April 2019 asking for information about the number of private hire vehicles entering the Congestion Charge zone.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.

  1. Number of private hire vehicles entering CC zone prior to April 2019.

This information is available in our online fact sheets. A link to the latest publication is attached. http://content.tfl.gov.uk/cclez-online-factsheet-oct18-dec18.pdf

The next fact sheet, covering January to March 2019 will be available shortly. However over this period an average of 18,611 private hire vehicles per day were observed in the Congestion Charging zone during charging hours. .

  2. Number of private hire vehicles entering CC zone after removal of CC exemption on PVH.

Between 8 April 2019 – 17 May 2019, an average of 12,776 licensed PHVs licensed private hire vehicles per day were observed in the Congestion Charging zone during charging hours.

This period included Easter bank holidays, climate protests and diversions which were in place. It will take longer to establish whether PHV entries will remain at this level

This figure has been calculated using the same method that was used to calculate the average cited in the answer to question one above and the averages stated in the online fact sheets. That methodology involves comparing the list of licensed private hire vehicles for a particular day against the congestion charging camera data for that day

  3. Number of private hire vehicles entering CC zone between 18:00-07:00 before April 2019 and after April 2019.

We do not record this information.
