Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:
Please can you provide me with the following information related to Private Hire Operators in London:
- A list of licensed private hire operators in London in 2018

In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.
- A list of current applicants for a private hire operators licence (and the date they lodged their application)
In accordance with Section 41 of the Freedom of Information Act, we are not obliged to provide information regarding applications that have not led to an operator being licensed and any applications that are currently being processed.
Section 41 of the FOI Act is an exemption where information has been provided to a public authority in confidence. Although the private hire operator licence application form advises applicants that details of their licence, if granted, will be held on a public register, no indication is given that this information will be disclosed to the public prior to the grant of the licence. As applicants for a private hire operator licence have a reasonable expectation of confidentiality when they submit their application we are not obliged to provide this information.
Since section 41 is an absolute exemption, as such we have not gone on to consider the balance of the public interest, except to the extent of noting that there is no special public interest in disclosure of this information that would justify a breach of confidence in this case.
