Information regarding several crashes along the Brockley Corridor in Lewisham SE London

You asked

Between 11th May 2021 and 22nd February 2022 there have been several collisions (at least 9) between Stondon Park Road SE23 and Beecroft Road SE4 on the Brockley Road Corridor in Crofton Park, Lewisham including 5 crashes in to shop fronts and a child being hit by a car. Can you confirm any of the following: 1. Of the various collisions was the road layout/design a contributing factor for any of the crashes and if so how many and how specifically did it contribute? 2. What safety measures could be put in place to prevent any more crashes? 3. What safety measures will be funded by TFL to avoid any more crashes? 4. Have Lewisham Council and TLF met to discuss the crashes and possible prevention measures? What were the outcomes of these meetings? 5. Have TFL met with the police to discuss the crashes and were they informed of anything that could have done to prevent crashes or could do to prevent further crashes? Thanks

Thank you for your request of 1st May 2022 asking for information about crashes along the Brockley Corridor in Lewisham.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold some of the information you require. Your questions are addressed in turn below. Please note that this stretch of road does not form part of the Transport for London Road Network (TLRN, sometimes known as the ‘red routes’ - see here for more information: https://tfl.gov.uk/modes/driving/red-routes) but, rather, is under the management of Lewisham Council.

You wrote:

Can you confirm any of the following:

1. Of the various collisions was the road layout/design a contributing factor for any of the crashes and if so how many and how specifically did it contribute?

Answer: From the 11 May to 31 December 2021 TfL was notified by the Police of six personal injury collisions on this section of Brockley Road. These collisions resulted in six people being injured - one seriously and five slightly. It is possible for a police officer attending a collision to record contributory factors to show, in their opinion, how a collision occurred. This includes “Factor 108” which relates to road layout. None of the six collisions reported to TfL are coded with Factor 108. Note that this represents the opinion of reporting officers at the time of the incident and may not be the result of extensive investigation. Note further that the data we have for this period is currently provisional. We would expect to have processed data from the Police reporting systems for the period up to February 2022 by September 2022.

2. What safety measures could be put in place to prevent any more crashes?

Answer: This is a matter for the London Borough of Lewisham as the Highway Authority, who are accountable for planning and delivering schemes on their road network.  Note that Freedom of Information requests to Lewisham Council can be made via its website here: https://lewisham.gov.uk/mayorandcouncil/aboutthecouncil/access-to-information/freedom-of-information-act/make-a-freedom-of-information-request

3. What safety measures will be funded by TFL to avoid any more crashes?

Answer: Boroughs can seek funding from TfL for specific schemes through the annual Local Implementation Plan process. However, the short-term nature of our capital funding from central government means we have no certainty over future funding beyond 25 June 2022 - and hence, we are unable to commit to future schemes until our financial position is clearer.

4. Have Lewisham Council and TLF met to discuss the crashes and possible prevention measures? What were the outcomes of these meetings?

Answer: No meetings have been held between TfL and Lewisham officers. However, we will discuss this location with them at our next meeting.

5. Have TFL met with the police to discuss the crashes and were they informed of anything that could have done to prevent crashes or could do to prevent further crashes?

Answer: We have not met with the Police about this location, as this is not TfL highway.
