Thank you for your request received by Transport for London (TfL) on 23 April 2018 asking for information about Santander Cycle Hire Scheme.

Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. You asked:

1) P&L breakdown of Santander Cycles scheme for the last 3 years Revenue,

Variable costs          

Fixed costs -Direct & allocated      

Please find attached profit and loss (P&L) information about the Santander Cycle Hire Scheme at a summary level. Please note that this is based on an internal report, as no official separate P&L (in the statutory form) exists for the Cycle Hire Scheme.

Variable costs and fixed costs can be found in the Serco and Cubic contracts, provided below.

2) Balance sheet - detailed breakdown of assets and liabilities and accumulated losses.

The balance sheet for Cycle Hire is consolidated into the wider TfL Balance Sheet which can be found in our annual reports https://tfl.gov.uk/corporate/publications-and-reports/annual-report

There is no separate information available.

3) Cashflow statement - how is the operation funded.  

Summary information is provided as part of the attached P&L document.

Assuming this relates to average hires per bike per day, the utilisation rate is 2.

In accordance with the FOI Act, we are not obliged to supply this information as it is subject to a statutory exemption to the right of access to information under section 40(2) - Personal Information.

In this instance the exemption has been applied as disclosure of the information you have requested would be a breach of the Data Protection Act 1998 (DPA), specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful.This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
