Thank you for your request received by Transport for London (TfL) on 25 April 2017 asking for information about Penalty Charge Notices (PCNs) issued by TfL.

 

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:

Statutory signage is in place at all red route bays which clearly indicates the times and the reasons when stopping is allowed. There are a number of different types of taxi bays located across the red route network; the majority of these bays are restricted for use only by taxis.  Some taxi bays operate only at specified times, and stopping by any vehicle for any reason is not permitted outside these times.  Other bays permit taxis to stop at any time. To facilitate the specific needs of drivers and businesses at certain locations however, we also have a small number of ‘dual purpose’ bays which operate as loading bays for part of the day and taxis bays at night.

 

Between 1 January 2016 and 31 January 2016, we issued 560 PCNs to vehicles stopped in red route bays during the times when only taxis were permitted to stop.

The red route bay opposite 34-36 Stoke Newington Road N16 is a ‘dual purpose’ bay as described above.  The restriction at this location is “No stopping at any time, except Loading Only for a maximum of 20 minutes between 10am-4pm and Taxis Only between 7pm-7am. 300 of the above PCNs were issued in this bay between 7pm-7am. A further six PCNs were issued between 7am-7pm.
