Thank you for your request received by Transport for London (TfL) on 1st May 2020 asking for information about noise complaints on the London Underground.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I am looking for a complaint history by year for noise pollution or vibration complaints related to the circle/district line between Notting Hill and Bayswater.”

I can confirm that we hold the information you require. However, given the wording of your request, it is not possible to respond to it in full within the £450 costs limit for responding to cases, as set out in section 12 of the FOI Act. Under section 12, a public authority such as TfL is not required to respond to a request if it would cost more than the £450 limit to determine if the information is held, and to then locate, retrieve or extract that information from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work. Given your request contains no timeframe, in order to find all of the information that falls within its scope we would have to search records going back to the beginning of TfL / the London Underground’s existence, something that is not possible within the costs limit.

In order to bring your request within the costs limit you may wish to narrow its scope to focus more directly on the information that is of most importance to you. For example, you may wish to identity a timeframe. Clearly, the shorter that timeframe is the more likely it is that we will be able to source the information within the costs limit. Notwithstanding the above, I am able to report the following information for the last 5 years (a colleague has kept a log specifically related to noise / vibration related complaints going back to 2017, and reports that he is also aware of two complaints received in 2016 in relation to this section of track - note that this data relates specifically to complaints about noise/vibrations from London Underground trains being heard in residential properties, between Notting Hill Gate and Bayswater on the District and Circle lines):
