PCN GF79356240 On the reply to me. Under of the requests was Traffic Management Act 2004 full contract stating that TFL have authority to issue PCN,s stating when the contract came into force and who signed it. Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

TfL does not enter into a contract in order to be able to issue PCNs. The power is granted to them under the Traffic Management Act 2004 and for your specific penalty the Civil Enforcement of Parking Contraventions(England) General Regulations 2007
