You asked

I have a hobby which I draw maps of rail lines and add moving information to them. I also through the good offices of NR FOI office based at Milton Keynes obtained several lots of signalling information, Called SOP Signalling Output Plan or ECS Electronic Control systems, these detail the s class data to make signal aspects work with train movement and in more depth allow me to illustrate routes set points position etc. I have been advised by the FOI office that you hold such information for East London Line Prefix NX. I wish that you supply me a copy of this document and any other info you may hold for this line so that I may continue my interests accurately as possible.

Thank you for your email received on 4 April 2015 asking for signalling information in relation to the London Overground network, sections of which were previously known as the East London Line. 

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.  

I can confirm that we do hold the information you require. 

The information requested is subject to a statutory exemption to the right of access to information, under Section 38(1)(b) of the Act. In this instance the exemption has been applied as disclosure of the information requested would be likely to adversely affect the safety and security of TfL employees and members of the general public.

Whilst we make no suggestion that you would use this information for anything other than your own personal interests, disclosure of this information to you has to be regarded as a disclosure to ‘the public at large’. This information could potentially be obtained and utilised by individuals who may wish to use this detailed level technical information to cause disruption or harm to the London Overground network. Additionally, disclosure of information which could compromise security and safety preparedness on the network would place members of the public and TfL staff at risk by highlighting areas on the network which could be susceptible to being targeted.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. TfL recognises the need for openness and transparency by public authorities, but in this instance the public interest in applying the exemption, in order to minimise risks to operational resilience, safe operation of the London Overground network, the welfare of staff and members of the general public, outweighs the public interest in disclosure.

 I am sorry that my reply is a disappointing one in this instance.
