Printed advertising displayed in TfL Underground stations in Zone 1

You asked

Dear Sir/Madam, I am writing to request information about printed advertising displayed to the pubic in Transport for London Underground stations in Zone 1 over the past 12 months (i.e. April 2016-April 2017 exclusive). I'd be grateful for CSV/XLS(X)-formatted documents with clearly labelled headers that detail: Quantity of public-facing printed advertising slots in each station of Zone 1; The campaign names/advertisement titles displayed during the 12 month period previously stated, the advertiser who bought the advertisement space and, if possible, the date range between which the campaign was displayed; If possible, the cost of the campaign to the advertiser. Following conversation regarding FOI-2474-1617, I understand that this information is not held centrally. In light of this, I am content to accept a separate document for each station. Furthermore, I would be grateful for any general documentation you possess that will give: Guidance on content that TfL would consider unacceptable to display to the public; Guidance or a sliding scale on the cost of printed advertisement campaigns; Guidance on the formatting of printed advertisement - i.e. the dimensions accepted. Thank you for your email received by us on 11 April 2017 asking for information about printed media in Zone 1 London Underground stations.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we some of the information you require. You asked for:

Quantity of public-facing printed advertising slots in each station of Zone 1

Advertising on our estate is not packaged on the basis of zones or stations. Therefore providing this information in the requested format would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a particular period of time, geographical area or specific departments of the organisation.

Although your request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.

We do not hold this information. This detailed information is held by our advertising partners, Exterion Media. As a private company, Exterion are not subject to the FOI Act and are not obliged to provide us with this information as it is not held on our behalf.
