I have read the announcement by the Mayor about the latest proposals to extend the ULEZ to all vehicles by 2019 and the associated public consultation, but I cannot find any information on how much these proposals will actually reduce air pollution within the existing Congestion Charge area, or outside it. Neither is there any cost/benefit analysis to be found. In addition there is no information provided on the other proposals mentioned in the latest announcement and their impact on air pollution. Please provide that information. Could you please also provide the costs of implementing the ULEZ (i.e. the capital cost) and the other proposals and the revenue and profits, i.e. surplus over operating costs in future years, forecast to be obtained by TfL as a result.

Thank you for your request received by Transport for London (TfL) on 9 April 2017 asking for information about the ULEZ.

 

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we hold some of the information you require. You asked:

 

I cannot find any information on how much these proposals will actually reduce air pollution within the existing Congestion Charge area, or outside it. Details on the scheme in central London are available in the consultation and information document below in chapter 5 under the section marked Impacts of the proposal

We will be consulting on the details of expansion as part of the stage 3b consultation in Autumn 2017, as such detailed information on these aspects is not yet available but will be provided as part of the consultation. However the indicative impact of the other proposals for expansion was provided as part of the stage 2 consultation and information document available at the link below on page 58 for the London-wide expansion and page 63 for the N/S circular expansion.

Please note that disclosure of this information is likely to prejudice the commercial interests of TfL if it is disclosed to the wider public. This information is therefore covered by Regulation 12(5)(e) of the EIRs which exempts information where disclosure would be likely to prejudice commercial interests. We are looking to agree work with our supply chain on this in the near future, who will provide the services required to operate ULEZ. Disclosing costs at this point in time would be commercially sensitive and would inhibit our ability to obtain best value for money from suppliers.

 

The use of this exception is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise that there is a public interest in openness and transparency. However we feel that there is a greater public interest in ensuring that we retain the ability to obtain best value for money in any future contracts.
