1. How many Civil Enforcement Officers (CEOs) were absent due to sickness on 1 April 2020? 1 & 5. I was keeping the question simple by only asking about the one day but if you have more recent information easily available, particularly about PPE as I am worried about the personal safety of CEOs, you are welcome to provide it. 2. How many CEOs have been furloughed in 2020? 3. How many CEOS have been transferred to Non-PCN related duties? And what, in brief, are those duties, e.g. delivering food parcels to the needy? I think the question defaults to the date I asked it but if you want to provide that information since lockdown on 23 March you are welcome. I just trying to get a view of how far enforcement has been scaled back. I know you have stopped ULEZ and congestion zone enforcement etc. 4. Which contraventions, by reference to the code numbers in current standard list 6.7.8 as set by London Councils, have ceased to be enforced since lockdown started on 23 March 2020? 5. What personal protective equipment, over and above that routinely supplied in February 2020, were all CEOs equipped with on 1 April 2020? 6. What daily cleaning regime is applied to the handheld devices which CEOs use to issue PCNs? 7. Does each CEO have a handheld device uniquely allocated to them or is each device used by more than one CEO? Q6 and 7 - Again the regime as at the date I asked but if you have improved it since it would show that you do care about your employees.

Thank you for your request clarified on 6 April 2020 asking for information about Civil Enforcement Officers (CEOs).
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
 
On-street Parking enforcement on the Transport for London Road Network (TLRN) is carried out by both TfL funded PCSOs from the Metropolitan Police Service (MPS) Roads and Transport Policing Command (RTPC) and by Operations Officers employed directly by TfL. The below responses relates to TfL’s Operations Officers. Answers relating to PCSOs will need to be requested from the MPS. Parking enforcement on the TLRN is carried out in accordance with guidelines issued by London Councils, British Parking Association, and the Local Government Association, to assist authorities responsible for on-street parking enforcement to consider appropriate temporary measures in the unprecedented and very challenging circumstances around Covid-19. These guidelines include:
• Provide free parking for critical health and social care workers.
• Limiting on-street parking enforcement to priority areas and controls
 
You asked:
 
1.     How many Civil Enforcement Officers (CEOs) were absent due to sickness on 1 April 2020?
 
Two Operations Officers assigned to undertake parking enforcement were absent on 1 April 2020.
 
2.     How many CEOs have been furloughed in 2020?
 
As at the date of your request, no Operations Officers have been furloughed in 2020.
 
3.     How many CEOS have been transferred to Non-PCN related duties? And what, in brief, are those duties, e.g. delivering food parcels to the needy?
 
As part of their role, Operations Officers have a number of core activities, which includes parking enforcement. These core activities continue, though Operations Officers are not actively carrying out parking enforcement.
 
4.     Which contraventions, by reference to the code numbers in current standard list 6.7.8 as set by London Councils, have ceased to be enforced since lockdown started on 23 March 2020?
 
TfL issues penalty charge notices (PCNs) under code 46 (stopping on a red route). TfL can still issue PCNs under this code.
 
5.     What personal protective equipment, over and above that routinely supplied in February 2020, were all CEOs equipped with on 1 April 2020?
 
Operations Officers were not issued with PPE on 1 April 2020. The very latest advice from the experts, including the World Health Organisation and Public Health England, is that PPE is not required in non-care settings and could be counterproductive. However, we know this is being constantly reviewed and the Mayor has asked us to look into the availability of PPE stock for transport workers should the advice change.
 
6.     What daily cleaning regime is applied to the handheld devices which CEOs use to issue PCNs?
7.    Does each CEO have a handheld device uniquely allocated to them or is each device used by more than one CEO?
 
Handheld devices are personally issued.
