To whom it may concern Under the freedom of information act 2000 I am looking for some information regarding the current scrappage scheme that is in place to help Londoners prepare for the ULEZ expansion in August of this year. I would like to know the following: 1. How much of the £110 million put aside for the ULEZ expansion scrappage scheme has been allocated so far? 2. What has been the most paid out to a claimant? 3. What has been the least paid out to a claimant? 4. Overall what is the average pay out to claimants successful in their application? 5. How many applications have been made to the scrappage scheme? 6. How many applications have been successful and a list of why they have been successful with percentages? 7. How many applications have been unsuccessful and a list of why they have been unsuccessful with percentages? 8. Out of the £110m how much has gone to Micro Businesses? 1. For retrofitting a vehicle? 2. To scrap a vehicle? 9. Out of the £110m how much has gone to Charities? 1. For retrofitting a vehicle? 2. To scrap a vehicle? 10. Out of the £110m how much has gone to a private individual 1. For retrofitting a car or motorcycle 2. To scrap a car or motorcycle? 11. Out of the £110m how much has gone to a private individual 1. Thank you for your request received by Transport for London (TfL) on 3rd April 2023 asking for information about the ULEZ scrappage scheme.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 
 
I can confirm that we hold the information you require.
 
On 21st April 2023 TfL published the attached Scrappage Scheme Factsheet which answers a number of your questions. This will be updated on a monthly basis and published on our website via the link below:

In regard to the remaining information, this is already planned for publication in the Evaluation Report that will be issued after the scheme closes. The information is therefore exempt from disclosure at the current time under section 22 of the Freedom of Information Act, the exemption relating to “information intended for future publication”.
 
Section 22 is a ‘qualified’ exemption, meaning we have to assess whether the public interest in applying the exemption outweighs the public interest in immediate disclosure. We appreciate the need for openness and transparency in the running of our business, and the fact that you have requested the information is in itself an argument in favour of immediate release. However, in this instance we consider that the public interest favours the publication of this information in context and according to the pre-determined schedule. This is particularly the case given the regular monthly reporting via the Factsheet referenced above, which is already providing the public with details about the progress of the scheme.
