What we're doing

Our roads and bridges were not designed for the volume and diversity of today's users. In order to keep London moving and the economy growing, our road network needs to be modernised.

Lancaster Gate Gyratory

Delivered: July 2016

Lancaster Gate can be an intimidating environment for cycling, requiring multiple manoeuvres amid often fast-moving traffic. We propose a direct cycle route through the junction, with cycles travelling north and south segregated from motorists. Our plans include creating a more direct route for eastbound traffic by partially removing the one-way system and introducing two-way traffic on Bayswater Road. There would also be improvements for pedestrians, including wider footways in some areas and new and simplified pedestrian crossings.

Parliament Square

Delivered: May 2016

Parliament Square is used by thousands of cyclists each day. Cycles make up nearly a third of all vehicles in the evening rush hour (Source: TfL Cycling Census 2013). However, there is currently very little dedicated provision for them, and some cyclists have to move across as many as five traffic lanes to pass through the junction. We propose a segregated, direct and convenient route across the junction for cyclists on the East-West Cycle Superhighway. We would also provide dedicated facilities for cyclists who approach Parliament Square from St Margaret's Street and Broad Sanctuary, with early-start signals and a segregated route around the roundabout. Parliament Square is also a very busy pedestrian environment. Our proposals include wider footways to create more space for pedestrians, as well as two new pedestrian crossings to improve access to the square itself. However, the changes to traffic signals in the area could mean longer waits at some signalised crossings. We would accommodate the new cycling and pedestrian facilities by reallocating road space from other vehicles.

Cycle Superhighway 5 (Oval to Pimlico)

Delivered: October 2015

TfL is delivering a continuous, largely segregated two-way cycle track between Oval and Pimlico. The scheme is seeking to help overcome the significant barrier that Vauxhall Gyratory currently poses for many cyclists. The gyratory is currently a very hostile highway-dominated environment: large multi-lane roads require complex manoeuvres for cyclists with high traffic volumes and high flows of HGVs. Overcoming this obstacle is seen as a crucial component of the Mayor’s Cycling Vision and is key to unlocking cycling potential in many areas across south London

We would improve conditions for pedestrians with new at grade pedestrian crossings as an alternative to the existing subways, three of which would be closed. The remaining subway at Cowper Street would be remodelled. St Pauls Gyratory

Proposed construction start date: December 2019 (subject to consultation)

The St Paul's gyratory is a complex one-way system formed of Newgate Street, Angel Street, King Edward Street, Montague Street, Aldersgate Street and St. Martin's Le Grand. The one-way system encourages high traffic speeds, which is at odds with the City's aspiration for safer streets within the Square Mile. Introducing two-way working for traffic is part of an area-wide aspiration to remove the gyratory, reduce traffic speeds and create streets and public realm more suitable for the needs of business and residents. We also plan to improve the area for cyclists and pedestrians. We are working with the City of London on initial designs.

Baker Street

Proposed construction start date: July 2017 (subject to consultation)

Baker Street forms the southbound part of a one-way gyratory system connecting Oxford Street at its southern end with Park Street and Rossmore Road at its northern end. Gloucester Place currently provides the northbound part of this one-way system. Both streets are relatively wide with the majority of carriageway space provided for traffic movements. As a result, traffic behaves as if negotiating an urban motorway rather than a high street environment. Commensurately, footways are heavily constrained, particularly on the east side of Baker Street. Current plans include improvements to pedestrian and cycle provision, Legible London, decluttering, and footway and lighting renewal.

The plan

The Road Modernisation Plan, published in 2014, is a consolidation of a number of programmes and initiatives to make London's roads more reliable, safer and greener.

The plan includes:

  • 17 major road schemes to create better public spaces and support redevelopment and economic growth
  • 33 junction improvements to make London's busiest junctions safer and more attractive for vulnerable road users
  • Four new Cycle Superhighways as well as improvements to four existing routes to provide safer, faster and more direct journeys into the city
  • A continuing programme of modernising traffic signals and adding pedestrian countdowns to help people get around with greater ease
  • Maintenance and modernisation of essential roads, bridges and tunnels

The vision

We have a clear vision, supported by five key objectives:

  1. Ensuring our road assets are fit for the future
  2. Delivering a programme of major highway improvements
  3. Delivering improvements for cycling
  4. Halving fatalities and serious injuries on London's roads
  5. Keeping London moving and tackling congestion
