SCHEDULE 1 - Capability Matrix

Where a Capability Model conflicts with this Schedule, such Capability Model shall take priority.

Part A - Journey Time Capability Calculation and Definitions

1.1 Journey Time Capability for a Line Grouping ( K* ) shall be calculated by the relevant Capability Model using the following formula:

K* = Σp CAP(p) × WTB(p)

where: CAP(p) is the Journey Time Capability for time band p as measured by the following formula: ( OTTP(p) × CP(p))+ APWT(p);

WTB(p) is a fixed weight for time band p, a Fixed Parameter defined in the relevant Capability Model Data;

OTTP(p) is the on-Train time for time band p as calculated in the relevant Capability Model;

APWT(p) is the Achievable Platform Wait Time for time band p as calculated in the relevant Capability Model; and

CP(p) is the Crowding Penalty as calculated in the relevant Capability Model.
1.2 K* and CAP(p) shall be expressed in minutes to 2 decimal places.

Part B - Service Consistency Calculation and Definitions

1.1 Service Consistency for a Line Grouping ( Y * ) shall be calculated in the relevant Capability Model by the following formula:

Y * = ( vis x wis ) + ( vmn x wmn ) + ( vdb x wdb ) + ( vtm x wtm ) + ( vcd x wcd ) + ( vms x wms ) + ( vfyr x wfyr ) + ( vfyt x wfyt ) + ( vfa x wfa ) + ( vfb x wfb ) + ( vfta x wfta ) + ( vftb x wftb ).

Whereas: wis, wmn, wdb, wtm, wcd, wms, wfyr, wfyt, wfa, wfb, wfta, and wftb are Fixed Parameters defined in the relevant Capability Model Data; and

vis, vmn, vdb, vtm, vcd, vms, vfyr, vfyt, vfa, vfb, vfta, & vftb are Infraco Measures set out in the relevant Capability Model Data and the relevant Capability Model where applicable and measured in accordance with the procedures set out in Schedule 2 of this Performance Measurement Code.
1.2 Y * shall be expressed in minutes to 2 decimal places.

Part C - Service Control Calculation and Definitions

1.1 Service Control for a Line Grouping ( L* ) shall be calculated in the relevant Capability Model by the following formula:

L* = EC + EF + ER.

where:

EC is the Control Systems Excess Journey Time as calculated in the relevant Capability Model;

EF is the Flexibility Excess Journey Time as calculated in the relevant Capability Model; and

ER is the Recovery Excess Journey Time as calculated in the relevant Capability Model.
1.2 L*, EC, EF and ER will be expressed in minutes to 2 decimal places.
