2. Initial procedure for proposing a Change |
| 2.1 If a party wishes to propose a Change, it shall raise such proposal for discussion ( or other consideration ) at one of the reviews referred to in paragraph 1.2 above where all parties affected have participated. |

2.2 Provided the proposed Change has been discussed at a review meeting, the party proposing a Change shall submit a plan ( Change Implementation Plan ) ( in accordance with clause 55.1 ( Notices ) of the Service Contracts ) to the other parties containing the following information: |
|
(a) full details of the nature of the proposed Change; |
|
(b) the date of implementation of the Change, such date not being less than six (6) months from the date of receipt of the Change Implementation Plan by the recipient(s); and |
| (c) the expected level of capital expenditure ( if any ) to be incurred by any of the parties, individually or collectively, in order to implement the Change. |

2.3 In determining the date of implementation, the party proposing the Change shall have regard to: |
|
(a) the need for all parties affected to give reasonable consideration to the effects of the proposed Change; |
|
(b) the time needed to ensure that the Change Conditions set out in paragraph 3.1 below ( if applicable ) have been or will be complied with by the date of implementation; and |
| (c) the time needed for the parties affected to implement the Change. |
