APPENDIX 1 - Capability Matrix
Where the Capability Model Workbook in Appendix 5 of this Schedule 2.2 conflicts with this Appendix 1, the Capability Model Workbook shall take priority.

Appendix 1A - Journey Time Capability
This Appendix 1A gives details of the values of the Fixed Parameters used to calculate Journey Time Capability detailed in Part A of Schedule 1 of the Performance Measurement Code ( Journey Time Capability Calculations and Definitions ), for specific future years.

Values for both Infraco Measures and Fixed Parameters at the Transfer Date are set out in the Capability Model Data in Appendix 5 ( Capability Model Workbook ) of this Schedule 2.2.

In the event Infraco delivers a Specified Line Upgrade after the Earliest Implementation Date but prior to the Latest Implementation Date, as set out in Appendix 5A to Schedule 2.1, the Fixed Parameters set out in paragraph 2 for the applicable Line Grouping shall apply with effect from the date the Specified Line Upgrade was delivered. The Fixed Parameters set out in paragraph 2 for each Line Grouping shall apply with effect from the applicable Latest Implementation Date regardless of whether or not Infraco has delivered the applicable Specified Line Upgrade.

The Specified Line Upgrade shall be considered to have been delivered by Infraco if the Journey Time Capability target score is met when Journey Time Capability is calculated using the set of Fixed Parameters associated with that Upgrade.

FIXED PARAMETER CHANGES

The following tables give the changes to the Fixed Parameter values that apply at the beginning of the Contract Years in which nominal enhancement occurs for each Line Grouping ( in paragraph 2 for each Line Grouping ) of each of the Fixed Parameters used in the calculation of Journey Time Capability for each Line Grouping.

Reference Numbers for Fixed Parameters at the Transfer Date and Fixed Parameters at the Transfer Date are set out in the Capability Model Data in Appendix 5 ( Capability Model Workbook ) of this Schedule 2.2.

A. Jubilee Line Grouping

2B: Fixed Parameters for Line Upgrade with Latest Implementation date 31st December 2009

Changes to Fixed Parameters which shall come into effect at the same time as the Specified Line Upgrade with the Latest Implementation Date of 31 st December 2009 to be Delivered into Service:

a. The Stratford DUTYTE shall be reduced from 240 to 120 seconds

PROVIDED THAT :

(a) A supervisor booth shall be made Available on the Stratford Terminal Station platform for assistance with Train crew management; (b) Infraco shall make Available a centralised control functionality for the entire Jubilee Line at a single location; and (c) North Greenwich is retained as a Reversing Point and resignalled with best endeavours but without changes to the tunnel or track bed structure and reduce the number of conflicting movement restrictions in the area.

Dwell Times, ARDWELL and DEPDWELL, at Willesden Green Station shall be set to 35 seconds,

PROVIDED THAT :

Additional signalling capacity shall be provided on the northbound section between Kilburn to Kingsbury such that it allows a closer separation of Trains than is necessary for the Journey Time Capability Headway. The Run-out Run-in Time, RORIRB( b,j ) and RORIFB( b,j ) as defined in paragraph 3 of Schedule 2 of the Performance Measurement Code, for each Berth on this section shall not exceed 95 seconds. For the avoidance of doubt, the value used for the RORIFB( b,j ) estimate in the measurement of RORIFB( b,j ) shall be determined by the Infraco utilising good engineering judgement and this value is not constrained to the 95 second value.

Changes to Fixed Parameters which shall come into effect at the same time as the Specified Line Upgrade with the Latest Implementation Date of 11 th October 2014 to be Delivered into Service:

The Arnos Grove DUTYTE will to be reduced from 240 to 120 seconds,

PROVIDED THAT:
  1. a supervisor booth shall be made Available on the Arnos Grove Station platform for assistance with Train crew management; and

  2. control and information systems have been upgraded to a level equivalent to the functionality provided by TIMIS.
Appendix 1B - Service Consistency and Service Control

The values at the Transfer Date of the Infraco Measures which are used in the formula to calculate Service Consistency and Service Control are set out in the Capability Model Data in Appendix 5 ( Capability Model Workbook ) of this Schedule 2.2.

The values of each of the Infraco measures after Transfer Date shall be determined in accordance with Schedule 2 of the Performance Measurement Code ( Capability Testing and Measurement Procedures ).

The values of the Fixed Parameters used in the formula to calculate Service Consistency and Service Control are contained in the Capability Model Data in Appendix 5 ( Capability Model Workbook ) of this Schedule 2.2.

APPENDIX 2 - Train and Station Ambience Attribute Weights

Appendix 2A - Scope

Ambience of Trains and Stations shall be measured periodically, for each JNP Line, using: (a) a Mystery Shopping Survey which will record a score according to the relevant scoring criteria set out in Schedule 6 of the Performance Measurement Code; and

(b) the audit criteria and procedures set out in Schedule 7 of the Performance Measurement Code.
The information shall be given on current performance and required improvements to performance, which shall be measured using a weighted average of several scores.

The table in Appendix 2B sets out the Train Ambience attributes and the weights applying to those attributes for each JNP Line.

The tables in Appendix 2C set out the Station Ambience attributes and the weights applying to those attributes for each JNP Line.

APPENDIX 4 - Line Groupings

Journey Time Capability, Service Consistency and Service Control shall be calculated for each of the following Line Groupings: (a) Jubilee Line Grouping, which comprises all Line Sections of the Jubilee Line;

(b) Northern Line Grouping, which comprises all Line Sections of the Northern Line; and

(c) Piccadilly Line Grouping, which comprises all Line Sections of the Piccadilly Line.

APPENDIX 5 - Capability Model Workbook

1. Version 4.1 of the Capability Model Workbook, dated 15th March 2002 is contained on the CD-ROM in the attached pocket.

2. Guidance on the scope and functions of the Capability Model Workbook contained in this Appendix 5, is detailed within LUL's document entitled "A Guide to the Journey Time Capability Model Workbook".

3. From the Transfer Date, a copy of version 4.1 of the Capability Model Workbook will be held pursuant to the terms of the Escrow Agreement.

4. Any changes to the Capability Model shall only be made upon agreement of both parties, other than in accordance with the conditions as set out in paragraph 3.1.3 of Schedule 2 of the Performance Measurement Code.

5. Any subsequent version of the Capability Model Workbook shall be held pursuant to the Escrow Agreement.
