Transporting Abnormal Indivisible Loads by road

An 'abnormal indivisible load' is one that cannot be divided for the purpose of being carried on a road without undue expense or risk of damage.

Where vehicles exceed the normal size and weight regulations contained in the Road Vehicles (Construction and Use) Regulations 1986, they are considered abnormal.  These parameters are:

  • Over 2.9m wide (or which project over the vehicle side by more than 0.305m)
  • Over 18.65m rigid length (or which project over the rear of the vehicle by more than 0.305m)
  • Over 80,000kg gross weight


The police, highway and bridge authorities must be notified of vehicles and load movements that exceed standard dimensions.

In London, the buildings and structures the load could pass may be owned by different organisations. This makes the notification process more complex for hauliers.

If you're planning to transport an abnormal load around London, we recommend using the Highways Agency's system. It's called Electronic Service Delivery for Abnormal Loads (ESDAL).

The Highways Agency has developed the ESDAL system to make moving abnormal loads easier.

You can easily identify the route you need to take and gives full details of the organisations you'll need to notify before you move your shipment.
